Jirga and Panchayat System: illegal parallel judiciary?

Parallel legal structures only undermine confidence in the state and no system can continue running if it disrupts the basic structure of the judiciary. When legalizing jirgas and panchayat, the Pakistani government moved more out of necessity and self-interest than it was by any genuine concerns over its citizens seeking timely resolutions to disputes.
